Phone number construction

The final number is always built in this order:

[balance_prefix] + [country_code] + [phone_type*] + [phone_prefix] + [phone_number]

If the phone is a mobile in Argentina, the digit 9 is added between the country code and the area code.

Examples

Argentina mobile without balance prefix:

[ ] + [54] + [9] + [11] + [12345678]  →  5491112345678

Argentina mobile with balance prefix:

[2] + [54] + [9] + [11] + [12345678]  →  25491112345678

Already complete number (bots outside Argentina):

[ ] + [ ] + [ ] + [ ] + [5491112345678]  →  5491112345678
